Executive Director

Dr. Edwin L. Jones, Sr. a native Washingtonian, he graduated from Chamberlain Vocational High School (1969). Dr. Jones completed his undergraduate work at California State College, San Bernardino and his graduate studies at Golden Gate Theological Seminary (Mill Valley, California) and Harvest Christian College (Upper Marlboro, Maryland). He is an ordained preacher (Union Missionary Baptist Church, Barstow California, September 1975) and has earned two doctoral degrees, Doctor of Ministry and a Ph.D. from the Andersonville Baptist Theological Seminary and is an Executive Certified Human Behavior Consultant. He was consecrated on August 9, 2014 under the Faith Fellowship Ministries International where Apostle Joseph E. Taylor is the Presiding Prelate. He has honorable discharges from both the United States Marine Corps and the California Army National Guard and is the former President of Faith Christian University and Schools. He has served as a guest lecturer at Emory University, Atlanta, Ga. and Wake Forest University, School of Divinity, North Carolina and at several conventions and conferences throughout the United States and the Washington DC, Metropolitan Area and East and South Africa.


Dr. Jones is a member of the Full Gospel Business Men’s Fellowship International Durham-Chapel Hill Chapter. He is known nationally and internationally throughout East and South Africa for his accomplishments in the fields of administration, education, preaching and consultation (in the areas of leadership and human behavior). He is a DC resident and now serves as the Servant Leader of Living Faith Baptist Church and Ministries International (Ward 7). Dr. Jones serves as a board member of Unity Health Care, Washington DC, Ward 7 Prevention Center and Ward 7 Health Alliance Network and a former executive board member of DC Jobs for Justice. Dr. Jones is the Director of the 4D's educational, training, and coaching ministry. Following his 4D's ministry Dr. Jones began his work with the Generations Initiative Parental Training Program. Dr. Jones was the catalyst in moving from the Generations Initiation to the Strategies To Elevate People DC (STEP DC).   


Dr. Jones has 30 plus years of community and residential care programs (outreach worker, counselor, educational coordinator, independent living coordinator and supervisor/ director). On October 23, 2014 the Washington Informer Charities, Inc. named Dr. Jones as one of Washington's 50 Influencers for his work in the African American community for his unique role for educating, informing and inspiring countless others. Presently Dr. Jones serves as an adviser with the District Veteran Brain Trust, led by Glenda Richmond.


Dr. Jones is married to Prophetess Karyn C. Jones, Ph.D., is a proud father, grandfather, and great-grandfather.

Chaplain Lisa Buffaloe

Executive Administrator

Chaplain Lisa Buffaloe was raised in a small mining town in Northern New York, where the mountains shaped a simple yet vibrant way of life. She graduated from Newcomb Central High School in 1979. After moving to the Metropolitan area in 1981 for a fresh start, she quickly adjusted to the dynamic energy of the Nation’s Capital. In 1985, Chaplain Buffaloe joined her husband in serving the community. In 1993 they formed the New Life Advocacy Council-DARMO (NLAC-DARMO). She became a commissioned chaplain in 2009, certified by the International Federation of Christian Chaplains. In 2021, she began volunteering with Strategies To Elevate People DC (STEP DC), leading to her appointment as Executive Administrator in January 2023. In 2025, Chaplain Buffaloe was awarded an honorary Doctorate of Evangelism from The Fivefold Ministries of Jesus Christ Mentorship Institute.


Chaplain Buffaloe used her organizational levels, demonstrating strong abilities in coordinating resources, time, and talent for both large-scale projects and grassroots initiatives that benefited underserved communities. Following 30 years of experience in corporate and municipal environments Chaplain Lisa assumed a critical role in her husband’s company, managing the proposal support division until she retired. Before retiring, she discerned a calling to apply her skills in service to others.


Chaplain Buffaloe has been devoted to her Christian faith for more than 50 years and is known for her passion and commitment. Currently, Chaplain Buffaloe holds the position of Command Staff Administrator for NLAC-DARMO, a Crisis and Trauma Response Chaplaincy Unit, which provides essential care and compassion across the National Capital Region in response to community needs and offering a level of care and compassion during a crisis.


Chaplain Buffaloe is married to Chaplain Tim Buffaloe. She is a proud mother of three and grandmother of seven.
